Mont-Saint-Aignan adopts QR Blue for resident parking

The town of Mont-Saint-Aignan has just created a blue zone in the Saint André district, right next to Rouen Rive-Droite railway station. For this rollout, the town chose the white label offered by QR Blue: residents know the service as “QR MSA”, in the town's own colours — a concrete example of how QR Blue can blend entirely into a local authority's identity.
Since the City of Rouen introduced paid parking in this area, pressure on residents' parking spaces has risen sharply. Mont-Saint-Aignan chose a blue zone, combined with QR Blue permits for its residents, as the best way to reconcile parking turnover with peace of mind for residents.
A blue zone governed by a municipal by-law
A municipal by-law sets the new rules in the Saint André district:
- Parking limited to 2 hours, Monday to Friday from 9 am to 5 pm (excluding Saturdays, Sundays and public holidays);
- Residents registered with QR Blue are exempt from the time limit, with two permits per household;
- Each QR badge is valid for two years and can be checked at any time by sworn officers with a simple scan.
📌 What QR Blue brings to residents and the town:
- A unique QR badge, displayed on the windscreen, with no licence plate visible on it: the link between plate and QR stays secured on the central server.
- 100% online registration and renewal on the town's self-service portal, with upload of supporting documents (property tax notice, proof of address, vehicle registration certificate, ID).
- No reprinting needed when a permit is extended: the badge stays valid, only the database is updated.
- Instant on-street checks through a web app with nothing to install, to verify a permit's validity in a single scan.
Self-service, an asset for residents and municipal services alike
At the heart of QR Blue, the self-service counter lets residents of the streets concerned handle their own procedures, 24/7, from the town's website:
- Apply for a badge and follow their application in real time;
- Check the validity of their permit at any time;
- Reprint their QR code if it is lost, without going back to the town hall;
- Receive an e-mail at each step: decision, badge to download, reminder before expiry.
For the town, this automation lightens the workload of administrative services: applications are processed online with no re-keying, and supporting documents are deleted once the decision is made, in line with the GDPR. Staff also have a dashboard and real-time usage statistics to manage the blue zone as closely as possible to the district's needs.
A rollout that meets a real resident parking challenge
With QR Blue, Mont-Saint-Aignan shows how a local authority can respond quickly to new parking pressure caused by changing policies in neighbouring towns, without adding to its staff's workload:
- Better protection of resident parking in the Saint André district,
- Paper permits replaced by a secure, tamper-proof QR badge,
- Simpler on-street checks for the municipal police,
- Fully online procedures for residents.
The service is about to open: residents of the streets concerned will soon be able to apply directly online.
