Blue zone

Blue zone parking: manage exemptions and enforcement

A blue zone limits parking time so that spaces turn over. Depending on your by-law, residents, some businesses or health workers are exempt. QR Blue manages these exemptions end to end: online application, QR badge, on-street checks.

What municipalities face

  • Spaces occupied all day long

Long-stay and outside vehicles take the spaces of residents and shop customers.

  • Paper permits that are easy to copy

A printed permit can be photocopied, lent, and left behind the windscreen after a move.

  • Checks that are hard to settle

Without an up-to-date list on the street, officers cannot tell whether an exemption is still valid.

  • A front desk swamped when a zone opens

Creating a blue zone brings hundreds of applications within a few weeks.

What QR Blue brings

  • Rules per zone: eligible streets and house-number ranges, cap per household, validity period
  • Online applications with supporting documents, decided in one click
  • One unique QR badge per vehicle, no visible plate, never reprinted
  • Checks by scanning the QR or the plate: valid, expired or not found
  • The optional Short-stay module for very short stops
  • Statistics to report to the municipal council

Frequently asked questions

How is a blue zone set up in a French municipality?

By a mayoral by-law setting the area, the maximum parking time and any exemptions, with the matching signage. QR Blue then handles the issuing of exemptions and their enforcement.

Do residents have to use the parking disc?

It depends on your by-law. Most often, residents holding a permit are exempt in their zone: the QR badge behind the windscreen shows that exemption.

Does the QR badge replace the disc for visitors?

No: visitors keep using the disc. For very short stops, the Short-stay module offers an alternative to the disc: a QR code on the space that drivers scan to declare their stop.

Can several blue zones be managed?

Yes. Each zone has its own streets, rules and permit holders, and one badge can cover several zones.

How long does it take to launch the service?

Usually one to two months, most of it being the municipality's own preparation. A shared roadmap tracks every required item and every party. Once everything has been received, QR Blue sets the service up in fifteen days.
